Possibly like a Ludwig kit I looked at years ago where the seller had converted concert toms to closed toms. (I only twigged because the lugs were different sizes)

When I checked inside he admitted he had 'gently pushed a phillips screwdriver through whilst twisting it because the shells were so thin, it saved him getting the drill out'.
