Got a right b@lls up of a situation at home, you couldn't make it up honestly. The apartment upstairs has a leak from his sink which has come down onto the ceiling of my kitchen, it like a big long stain about 1M long, the walls are also wet and it looks like it may start to cave in should it get worse. This started on Monday morning, missus went upstairs to see the guy as I had to go out to work early (he rents the property from the owner on a 6 month contract however I've hardly ever seen him) and got no reply. Tried again that night, same thing even though his car was in. Posted a note through his door explaining the situation and would he kindly contact us to make sure it gets sorted out. Heard nothing, tried knocking on his door blah blah, you get the drift. The missus calls the property management firm to get the details of the landlord, his phone number is no longer valid and the property is not registered as being rented out so all letters to the landlord go to the flat upstairs! Try again to knock the guy out of his haze still no response even though we can clearly hear him pottering about upstairs! I have to be honest, the missus has been doing the door knocking as I know I would end up shouting through his letterbox and trying to kick his door down  Posted him another note asking what the hell is going on, still sod all response! I feel a sigh coming on...*sigh*...that's better. Missus calls property management again to get insurance details to put in a claim for damage to out ceiling, that's where we are now. I know if I do see him outside he's not going to know what's hit him, then again I can't camp myself outside his front door as I'll look a right nutter 
As a back story, the guy upstairs moved in around 4 months ago, there was a quiet hum coming from upstairs from the first day he moved in. There's also ALWAYS someone in there, even when the guy is at work I can hear someone walking around upstairs. Call me Mr Suspish but my initial thought is he's got a marijuana farm going off up there, his reluctance to answer the door and avoid any contact at all despite there being a problem with his flat would kind of confirm that.
Anyway, thanks for reading, by this time tomorrow I may be locked up for smashing his front door in 
PS, the drip still drips down the window. |

If he's farming, you'd smell it ( and I don't mean manure...) it's a very distinctive smell. I'd be very surprised if he's growing a crop in a flat. |

Contact the police saying that you are worried about the neighbour and can get no response, then they can kick his door in for you, but make sure they leave you some plant samples for the tip off  |

Carbon filters mate, hide the smell of flowering plants  It was just a thought anyway, a thought which lots of other people have also suggested. |

DO NOT ring the police and tell them theres a smell of decomposing bodies and a constant stream of druggies walking in and out.........they wont come.
But DO report having seen him cycling his bike with no light......they'll be there in seconds.
Thats my experience of them anyway. |

Brill! here several cyclists have been prosecuted for cycling in.....CYCLE LANES. Seriously!
Anyway, back to topic, call the police and tell them what you have told us, and about your suspicions that something is odd. Even if they do nothing it is at least on record that you have tried if/when the fat hits the shin. |

We had rainwater coming into our flat during a torrential downpour a few weeks ago - and we're not on the top floor! There was a huge amount of water coming through the ceiling of the top floor flat above us, and they hadn't noticed it as they were asleep (5am) ... thankfully it came into my bedroom and woke me up, otherwise it would've been a lot worse!
Thing was though, we got it sorted with buckets etc., tenants said they'd get onto their landlord and have someone round to take a look at the roof. One week later, another torrential downpour, *drip drip drip*. 11pm, no-one in upstairs! They'd pretty much moved out without telling us (students - end of term, though not quite the end of their tenancy), and hadn't done anything about the problem whatsoever. Thankfully the lady in the ground floor flat had a spare key. |

The flat was sold a few years ago to the landlord, we've had new tenants move in upstairs every 6 months since then. There's only 24 flats in the building so we know most people anyway, new faces always stand out. The thing is he hasn't told the property management company that he's renting it out as he's supposed to pay fees if he is. He is registered as living at the address but he doesn't, our main concern is that we have no way of contacting the owner/landlord to get the problem sorted out.
Dezzie, we've heard him all the time, he just refuses point blank to answer his door for some reason, he seems to creep in and out from work when no one is about. |

I have found that even with umpteen carbon filters, you can still smell it a bit... having said that, I was never particularly good at DIY. |

The right carbon filter will do the job as long as the set up is correct. Those who get caught are usually either lazy, trying to save money with a cr@p set up or don't have a clue what they are doing  |

I'd pull the ceiling down and gain entry via his bathroom floor and take him by surprise (not in a sexual way) and ask him why he won't answer the door?
Sounds dodge to me...is he Chinese? |
